Committee of the WholeThe Council's Committee of the Whole (COW) considers legislation and policy issues of interest to the entire Council and is the only committee on which all nine councilmembers serve.
This committee is responsible for considering and making recommendations to the Council on agendas for meetings of the full Council, the annual work program, appointments to the Executive branch and the state Legislature, and the County's state and federal legislative agenda. COW is also frequently assigned complex interdisciplinary issues that are beyond the scope of the other policy committees and hosts Town Hall meetings on issues of significance.Meeting Times: First and third Monday at 9:30 a.m. (Tuesday if Monday is a holiday), and special meetings as needed.
