Two methods are available for applicants seeking to become a certified Small Contractor or Supplier (SCS). The eligibility criteria are the same for each method.

  1. Business size cannot exceed 50% of the SBA's current size standard
  2. Personal Net worth for each owner must be less than $1.32M (excludes primary residence and equity in business to be certified)
  3. Agreement to participate in 15 hours of business development training within the 1st year of certification

The difference between the two certification methods is the forms that are submitted to the County for review. Below is a list of the forms.



CPA Affidavit Method

Forms to complete and submit:

  1. Business Application
  2. CPA Affidavit certifying Business Size
  3. CPA Affidavit certifying Owner(s) Personal Net Worth


  • Applicant selects the CPA
  • Business and personal financial statements are retained by the CPA. The County receives only the notarized affidavit certifying the firms eligibility.
  • Expedited County review - once the completed, signed and notarized packet is received by the County, the review is promptly completed, and if eligible, the applicant can be certified within 7 business days.

Traditional Method

Forms to complete and submit:

  1. Business Application
  2. Signed copy of the Business Federal Tax Statements for the past 3 years - used to verify business size
  3. Attachment "A" Statement of Personal Net Worth for each Owner
