To be eligible, a household, which is one or more individuals that reside in a rental housing unit, must meet all of the following requirements:

  1. Households with income that does not exceed 50 percent of the area median income for the household size as determined by the U.S. Department of Housing and Urban Development (HUD); and

2.    One or more individuals in the households has experienced a reduction in income, incurred significant costs, or experienced other financial hardship due to COVID-19; or

 

3.  One or more individuals in the household can show a risk of becoming homeless or having housing instability based on:

  • A past due notice for rent or utilities, or an eviction notice.
  • Unsafe or unhealthy living conditions; or
Any other evidence of homelessness risk; and

Landlord Terms and Conditions

EPRAP Payment Period: EPRAP Payment Period refers to the period of time that rent payments are being made by the King County, on behalf of the tenant. This could be up to 9 months of current and/or past due rent and up to 3 months of future rent. For a total of 12 months of possible assistance for a household.

  1. For tenants with a lease, Landlord will accept a total of up to 9 months of current and/or past due rent, and 3 months of future rent (the time period for which such payments are being made is referred to as the “EPRAP Payment Period”) at up to 150% of Fair Market Rent as full payment for any and all rents, late fees or rent-related charges owing (including utilities, if utilities are part of the rent) for the Property through the end of the EPRAP Payment Period.
  2. For tenants without a lease, Landlord will accept a total of 3 months of current, future, and/or past due rent (the time period for which such payments are being made is referred to as the “EPRAP Payment Period”) at up to 100% of Fair Market Rent as full payment for any and all rents, late fees or rent-related charges owing (including utilities, if utilities are part of the rent) for the Property through the end of the EPRAP Payment Period.
  3. For all tenants (with or without a lease):

a. Landlord will not terminate or refuse to renew the above household’s tenancy until after December 31, 2021 unless:

  1. A household member materially violates the terms of the lease or tenancy including, among other reasons, nonpayment of rent following the EPRAP Payment Period;
  2. A household member is creating a significant and immediate risk to the health, safety, or property of others; or
  3. At least 60 days’ written termination notice is provided to the household based on the Landlord’s intent to (i) personally occupy the premises as a primary residence, or (ii) sell the property

b. If occupancy of the tenant is terminated for any reason prior to the end of the EPRAP Payment Period, Landlord will return to King County any monthly rental amounts paid by EPRAP for those months that occupancy had been terminated.

c. Within thirty days following receipt of a payment under this EPRAP program, Landlord will provide each household living at any of the Property written notice indicating that no additional rent is owed by the household through the end of the EPRAP Payment Period.

d. Landlord will verify total rent past due and will not accept any additional rent or rent-related payment on behalf of the household for any period from the outset of their tenancy through the end of the EPRAP Payment Period.

     4. For Landlords with Five or more units behind on rent

a. Not to evict, terminate or refuse to renew the tenancy of any household located at any of the above-referenced Properties for nonpayment of rent or no-cause until after the time period for which EPRAP payments serving the Landlord’s tenants are provided.

b. Provide the agency assigned by King County to process your application submittal with a list of all of the households that are behind in rent on this Property and with required information that indicates all amounts of rent and included utilities (collectively ”rent”) that are past due for each such household.

c. Not exclude any household behind in rent from being screened for the EPRAP program by the nonprofit agency for any reason.

d. Notify all tenant households behind in rent on this Property about the EPRAP with the notices that will be provided by the nonprofit agency posted on the household’s door or otherwise hand delivered to an adult member of the household.

e. Not raise rent on any households (regardless of current rent status) living in Property(ies) served by this program until after December 31, 2021.

i. This limitation shall not preclude increasing a Section-8 tenant’s rent based on increases in the tenant’s income.
