Partner Planning Committee

King County is developing a new Flood Management Plan. This plan is our guide for addressing flooding along our rivers, creeks, and shorelines. The flood plan will build on the flood management plans developed in 2006 and 2013.

Public participation is central to developing the flood plan. One avenue for gathering public input is the Partner Planning Committee. We will ask committee members to provide input on:

  • The plan’s goals and objectives.
  • The problems caused by flooding in King County.
  • Key topics such as equity and climate change.
  • Ways to achieve other community benefits while addressing flood hazards.

We shared a broad invitation for people to join the Partner Planning Committee in September and October of 2022. A professional facilitator supports the Committee. County staff take part in Committee meetings to share subject matter expertise.

Committee participation

King County commits to creating an inclusive and equitable flood plan. To create a flood resilient future, the plan must represent the diverse perspectives of our community.

We encourage people of all backgrounds and identities to participate on the committee, especially priority communities who are Black, Indigenous, and People of Color; people with family income that is 200% below federal poverty level or receive food assistance or other income assistance or do not have health insurance; renters; people who are age 65 or older; people with disabilities; immigrants and refugees; and people with Limited English Proficiency.

We encourage participation from people who have not had experience with this type of public planning process.

In addition, King County is interested in participation from the following groups:

  • Tribes
  • Community based organizations and interest groups
  • Community members
  • Floodplain management professionals
  • Floodplain residents
  • Local government staff
  • State and federal agency staff

Additionally, select King County staff will participate as committee members.

Committee expectations

Frequency: The Partner Planning Committee will meet up to 10 times between Fall 2022 and Fall 2023. Committee members are strongly encouraged to attend all meetings or identify an alternate to attend.

In addition to the Partner Planning Committee, King County will host a series of workshops on coastal flood hazards, urban flooding, and tributary flooding. Three to four workshops will be dedicated to each topic. These workshops will be held separately from the Partner Planning Committee. Committee members will be invited to participate in these workshops, but attendance is not required. The full Partner Planning Committee will receive the results of the workshop series.

Location: Meetings are likely to be virtual to accommodate participants across the County. Though a combination of virtual, hybrid, and in-person meetings are possible during the committee term.

Structure: Meetings will be structured to complete work. The facilitator or a speaker will present content to partners. Partners will provide input through breakout groups. County staff will synthesize the input received and report back at a later meeting before moving onto the next topic.

Accommodation: Translation, interpretation, and other accommodation is available.

Compensation for priority communities: King County can compensate community organizations or members that represent priority communities at a rate of $77 / hour per organization. Funds are available for meeting preparation, travel (as needed), and meeting attendance. Compensation requires entering into an agreement with King County and submitting invoices with supporting documentation at monthly or quarterly intervals. Compensation per organization is limited to $10,000 per calendar year.

King County will offer other public comment opportunities outside of this committee format.
