Proposed Ordinances 2023-0230 and 2023-0231


NOTICE IS HEREBY GIVEN, that a public hearing before the Metropolitan King County Council will be held at the King County Courthouse, 516 3rd Avenue Room 1001 on the 28th day of November, 2023, at 1:30 p.m. to consider adoption of Proposed Ordinances 2023-0230 and 2023-0231, relating to taxi, for-hire, and transportation network company regulations.

The full Council may take action on these proposed ordinances at the November 28th, 2023, meeting following the public hearing.



Proposed Ordinance 2023-0230 would:

  • Amend King County Code Chapter (K.C.C.) 6.64 to update regulations for transportation network companies, drivers, and vehicles to conform to changes in state law; to remove taxi and for-hire regulations (which would be moved to a new chapter if Proposed Ordinance 2023-0231 is adopted); and to make technical corrections.


    Proposed Ordinance 2023-0231 would:

  • Add a new chapter to K.C.C. Title 6 (presumed to be K.C.C. Chapter 6.65) specific to taxi and for-hire vehicle owners, drivers, and agencies.
  • Establish a regional for-hire system with regulatory changes related to reciprocity endorsements with the City of Seattle, regional dispatch agencies, regional taximeter rates, industry modernization provisions, and other regulatory policy changes.
  • Amend K.C.C. provisions related to penalties. K.C.C. currently states that monetary penalties could be assessed for up to $1,000. Under the proposed ordinance, specific violations would be tied to set monetary penalties, with escalations for repeat offenses and an option for license actions such as revocation or suspension.
