NOTICE IS HEREBY GIVEN, that a public hearing will be held before the Metropolitan King County Council on the 19th day of November 2024, at 11:00 a.m. to consider adoption of Proposed Ordinance 2024-0322, which would adopt the capital facilities plans (and fees) of the Auburn, Enumclaw, Federal Way, Fife, Highline, Issaquah, Kent, Northshore, Lake Washington, Renton, Riverview, Snoqualmie Valley and Tahoma School Districts for purposes of implementing the school impact fee program. The public hearing will be held at the King County Courthouse, 516 3rd Avenue, Room 1001, Seattle; remote public testimony on Zoom will also be accepted. Written public testimony will be accepted from 9 a.m. on October 15, 2024 through 9 a.m. on November 19, 2024, by sending such public testimony to clerk.council@kingcounty.gov. SUMMARY
The Washington State Growth Management Act (GMA) authorizes local jurisdictions to collect impact fees as a method of financing public facilities (i.e., roads, parks and open space, schools) that become necessary as a result of new growth and development.
King County administers the School Impact Fee Program by collecting fees from residential developers on behalf of each school district that chooses to participate (the program is voluntary). The fees are developed by the individual school districts in accordance with provisions in state law and King County Code and are set forth in the districts’ capital facilities plans. The plans (and fees) are reviewed and adopted by the King County Council. Proposed Ordinance 2024-0322 would amend King County Code Title 20 to update the school capital facilities plans and King County Code Title 27 to implement the collection of the following impact fees by the county on behalf of the following school districts, effective January 1, 2025:

Final Action:
Prior to final action, Councilmembers may offer amendments for consideration by the Council. Persons wishing to testify on the Proposed Ordinance should attend the public hearing in person or remotely on November 19, 2024, or provide testimony in writing prior to the hearing.
