NOTICE OF PUBLIC HEARING

2024-0301, 2024-0304, 2024-0308, 2024-0309,

 2024-0310, 2024-0313, 2024-0315, and 2024-0317

 

NOTICE IS HEREBY GIVEN, that a public hearing will be held before the Metropolitan King County Council on the 19th day of November, 2024, at 11:00 a.m. to consider adoption of proposed ordinances that would amend certain county fees. The public hearing will be held at the King County Courthouse, 516 3rd Avenue, Room 1001, Seattle; remote public testimony on Zoom will also be accepted. Written public testimony will be accepted from 9 a.m. on November 5, 2024 through 9 a.m. on November 19, 2024, by sending such public testimony to clerk.council@kingcounty.gov. SUMMARY

PROPOSED ORDINANCE 2024-0301. King County works in partnership with property owners and state and federal agencies to minimize the impacts of storm and surface runoff on the water quantity and quality of the waters of the state. King County charges property owners within its surface water management service area, which is unincorporated King County, a graduated fee based on six nonresidential rate classes tied to relative amount of impervious surface and one uniform rate class for all residential parcels. Proposed Ordinance 2024-0301 would update King County Code Chapter 9.08 and revise the graduated fees as follows:

PROPOSED ORDINANCE 2024-0304 would amend King County Code Chapter 4A.632 and increase the fee for the King County Superior Court Parent Seminar, which is mandatory for all parties with minor children whose family law case requires entry of a parenting plan. The fee is authorized under RCW 26.12.220 and King County Superior Court Local Family Rule 13(c). Proposed Ordinance 2024-0304 would increase the fee from $40 per person to $80 per person and would continue to be waived based on ability to pay.

PROPOSED ORDINANCE 2024-0308 would amend King County Code 4A.700.820 to change the fares charged regularly scheduled county passenger ferry service. In particular, it would:

  • Decrease the low-income fare on the West Seattle Water Taxi Route from $3.75 to a new rate of $1.00;
  • Decrease the low-income fare on the Vashon Island Water Taxi Route from $4.50 to $1.00;
  • Delete language requiring the low-income fare to be 25 percent less than the regular fare; and
  • Establish an effective date for the Proposed Ordinance of September 1, 2025.

    The proposed ordinance would not change rates for the cash fare, regular-prepaid fare, child fare, youth fare, senior and persons with disabilities fare, and bicycle fare.

    PROPOSED ORDINANCE 2024-0309 would amend King County Code 4A.700.820 to change the fares charged for regularly scheduled county ferry services. In particular, it would:

  • Increase adult pre-paid fares on both the West Seattle Water Taxi Route and the Vashon Island Water Taxi Route by $0.25;
  • Increase the West Seattle Water Taxi Route cash fare by $0.50 and the Vashon Island Water Taxi Route cash fare by $.025;
  • Delete language requiring the low-income fare be set at 25 percent less than the regular fare; and
  • Establish an effective date for the Proposed Ordinance of September 1, 2025.

The proposed ordinance would not change rates for the child fare, youth fare, senior and persons with disabilities fare, bicycle fare, or low-income fare.

PROPOSED ORDINANCE 2024-0310 would amend King County Code 4A.700.010 to change the fares charged for regularly scheduled county public transportation services on buses, trolleys, transit vans, dial-a-ride vehicles, and streetcars. The regular fare on these services would increase by $0.25 per trip (from $2.75 to $3.00). The proposed ordinance would have an effective date of September 1, 2025. The child fare, youth fare, low-income fare, seniors and persons with disabilities fare, and fares for Access paratransit service would not be changed by the proposed ordinance.

PROPOSED ORDINANCE 2024-0317 would amend King County Code 4A.700.010 to change the low-income fares charged for regularly scheduled county public transportation services on buses, trolleys, transit vans, dial-a-ride vehicles and streetcars. The low-income fare on these services would decrease by $0.50 (from $1.50 to $3.00). The proposed ordinance would have an effective date of January 1, 2025. The regular adult fare, child fare, youth fare, seniors and persons with disabilities fare, and fares for Access paratransit service would not be changed by the proposed ordinance.

PROPOSED ORDINANCE 2024-0313 would amend King County Code 16.32.080 to update the rates and feed for Plumbing & Gas Piping in the Environmental Health Services Division of Public Health – Seattle & King County. The proposed hourly rate would increase to $264 per hour in 2025. The fixed base permit fee would be $132 and the per fixture fee $26.

PROPOSED ORDINANCE 2024-0315 would update King County Code Title 27 and provide a 49 percent Permitting Division fee increase for 2025. This increase funds inflationary increases for current operations; staffing increases and technology investments required to implement Washington State Senate Bill 5290 Cycle Time Reduction Mandates; and public records online self-service solutions. It will also rebuild the Permitting Fund’s fund balance, which was depleted during the pandemic.

Final Action:

Prior to final action, Councilmembers may offer amendments for consideration by the Council. Persons wishing to testify on the Proposed Ordinance should attend the public hearing in person or remotely on November 19, 2024, or provide testimony in writing prior to the hearing.
