Curbside Low-Income Discount Program

Program details

• Discount amount: 20% off eligible curbside solid waste bills
• Who may qualify: Households that meet income and service area requirements
• Where it applies: Unincorporated King County and select cities listed below
• How to apply: Online, by phone, or in person
• Discount period: 2 years

Program Goals

• Provide savings for customers with the lowest incomes
• Serve all eligible households
• The discount is set at 20% to ensure the program remains financially sustainable while allowing all eligible households to participate without a waitlist or enrollment caps.
• Simple application process with multiple ways to access
• Online – Complete the application through the program website
• By Phone – Apply with assistance from program staff
• In Person – Receive help completing the application at community locations

Program guidelines

• Household income limit of 200% Federal Poverty Level

• Must live in unincorporated King County, or incorporated areas where curbside collection services are not otherwise provided by the city, directly  or via contract, which includes the cities of Beaux Arts Village, Black Diamond, Hunt’s Point, Kenmore, Medina, Woodinville, and Yarrow Point.

• Households must have an account with the solid waste collection service provider. Because discounts are provided directly on individual accounts, people who pay their landlord for solid waste collection services are not eligible for the program at this time.

Documents that may be required

King County staff would first attempt to verify eligibility through available systems. If additional information is needed, applicants may be asked to provide documents.

• Income verification

King County staff may be able to verify income eligibility using King County Public Health data systems.

If income cannot be verified through those systems, applicants may be asked to provide proof of household income from the last 30 days. Examples include:

• Pay stubs
• Bank statements
• Award letters
• Letter from employer
• Self-declaration form
• Household size verification

Applicants may be asked to provide:

• Lease listing all occupants
• Tax return listing all household members
• Address verification

Applicants may be asked to provide:

• A copy of the solid waste bill in the name of a household member

Basis for a Low Income Discount Program

Washington State law RCW 81.77.195 allows counties to request approval from the Washington Utilities and Transportation Commission to provide discounted solid waste rates for low-income customers.

Under this law:

• Counties may request approval for reduced rates for low-income households
• Discount programs must be included in the County's Solid Waste Management Plan
• The cost of the program must be recovered through rates paid by other customers
