ORCA card applications will be processed in the order they are received. If approved, your ORCA card should arrive in 4 to 8 weeks. To apply for an ORCA card under this promotion, participants must mail back or submit online completed requests with their address and contact information included by 11:59 pm on September 30, 2026. Offer is for one ORCA card per person on a first come, first served basis while supplies last. Only one application allowed per person, and no more than two per household. Must be age 18 or over as of the card submittal date to enter. You must live, work, or go to school in Algona, Auburn, Burien, Des Moines, Federal Way, Kent, Normandy Park, Pacific, SeaTac, Tukwila or unincorporated King County to enter. All required information must be provided before an ORCA card will be awarded. Incomplete applications or submittals may be rejected by King County in its sole and absolute discretion. The promotion will end on September 30, 2026, or when all ORCA cards are distributed, whichever occurs first. Offer is for one ORCA card with an unlimited pass good through November 30, 2026, on a first come, first served basis while supplies last. All submittals become the property of King County. King County assumes no liability from lost or delayed applications or submittals, mistaken or changed addresses, lost or misdelivered e-mail, mistakes in processing applications, loss or theft of electronic data, or other mishaps. This offer will expire when all available ORCA cards have been distributed. If you provided an email, you may receive additional information about the program, including a follow-up survey. King County will interpret these promotion rules in its sole and absolute discretion and King County further reserves the right to make changes to these rules, which changes shall be effective upon announcement. All decisions made by King County shall be final.

King County Metro’s South Link Connections program is funded in part by a federal grant. This promotion is subject to all applicable laws and regulations and governed by the law of the State of Washington, without giving effect to its conflicts of law rules or choice of law provisions. The value of any ORCA card may be reported for tax or other purposes as may be required by law. ORCA card recipients are responsible for all taxes, fees, charges, and other consequences that may result to them from receiving an ORCA card through this promotion. King County and its officers, officials, employees, and agents are not responsible or liable for any damages or losses of any kind that a promotional ORCA card recipient or an unsuccessful applicant may incur as a result of participating in this promotion, including but not limited to direct, indirect, consequential, or punitive damages. Regardless of whether you receive an ORCA card, by submitting your application under this promotion you agree to release, discharge, hold harmless, indemnify, and defend King County and its officers, officials, employees, and agents from any and all claims or damages arising out of or relating to this promotion, the use of a promotional ORCA card, or King County’s refusal to award an ORCA card the terms of this promotion. The venue for any litigation arising out of or relating to this promotion shall be in King County Superior Court in Seattle, Washington, and by submitting a request for an ORCA card under this promotion you shall be deemed to have agreed to submit to the personal jurisdiction of that court for purposes of promotion-related litigation.
