Children and Family Justice Center Project Schedule at Risk

Additional communication with the County Council about changes to scope and schedule are needed following the recently set project baseline for the Children and Family Justice Center project. This baseline shows completion of the new courthouse and detention building in early 2019, nine months later than anticipated last year. Cost forecasts are unchanged at $212 million. The project oversight committee recently added the Alder Academy to the scope at an additional cost of $2.9 million, the source of which is uncertain.

The Children and Family Justice Center project experienced a seven-month schedule delay to make major scope changes addressing neighborhood input, Seattle city code, and federal detention requirements. Facilities Management Division forecasts that it can mitigate potential cost increases from this delay. Additionally, the County Executive is seeking approval to contract for the shell of two additional floors to the courthouse, adding approximately $6 million to the cost. County Council approval of the project scope and design-build contract is the next major project milestone.

King County’s Facilities Management Division (FMD) is managing the Children and Family Justice Center project effectively and applying many lessons learned from past projects. They are targeting a $210 million budget and a scheduled opening of the new courthouse and juvenile detention facility in 2018. We recommend FMD improve revenue and expenditure reporting, more transparently quantify schedule risks, and the County Executive ensure continued work on business processes and improved communication with the County Council.
