The Green Building and Sustainable Development Ordinance 19402, adopted on March 9, 2022, requires that all King County capital projects use the Leadership in Energy and Environmental Design (LEED), or Living Building Challenge (LBC), or King County Sustainable Infrastructure Scorecard (Scorecard) rating systems or an approved alternative green building rating system to integrate cost-effective sustainable development practices into infrastructure projects. All capital projects shall also achieve applicable King County equity and social justice credits for capital projects regardless of the rating system used.

The King County Sustainable Infrastructure Scorecard is developed and maintained by the King County Green Building Team with four published editions: 2008, 2015,^* 2019,^* and 2023:^*

• 2023 edition - King County Sustainable Infrastructure Scorecard
  The 2023 edition includes eight chapters with 111 total possible points organized by key topics of sustainability and an additional set of optional credits for enhanced performance. This guide provides information for achieving each prerequisite and credit.
• 2023 edition - Excel workbook
  Used for assisting project teams with planning and reporting requirements.
• 2019 edition - King County Sustainable Infrastructure Scorecard
• 2015 edition - King County Sustainable Infrastructure Scorecard
• 2015 and 2019 edition - Excel workbook
  Used for assisting project teams with planning and reporting requirements.

Note: for projects that will not achieve 30% Design milestone by Jan 31, 2024, the applicable Scorecard to use is the 2023 Edition.
