Master Community Workforce Agreement (MCWA)
MCWA Overview
A Master Community Workforce Agreement (MCWA) is a comprehensive pre-hire collective bargaining agreement between King County and labor unions that sets the basic terms and conditions of employment for public works construction projects.
- Construction projects that include Priority Hire requirements are subject to a Master Community Workforce Agreement
- The workforce must include a certain percentage of Priority Hire workers
- Workforce Reporting Requirements
- Attend monthly Project Administrative Committee (PAC) meeting
- Complete pre-job conferences for all contractors/subcontractors including the Prime Contractor at least two weeks before starting work on-site
- Submit Signed Letters of Assents for all contractors/subcontractors
- Uniform drug testing
- Follow grievance procedures
- The workforce must include a certain percentage of Priority Hire workers
- Establishes Apprenticeship Utilization and Diversity Goals
- Contractors must submit an Apprenticeship Utilization Plan for approval by the County
- Unions to prioritize dispatch of Priority Hire workers
- Preferred Entry (pre-apprenticeship graduates)
- Standard work hours
- Weekly pay days
- Open-shop Contractors are allowed up to 3 Core Workers on an alternating basis
- All workers must be dispatched through the Union Hiring hall
- All Contractors must pay Trust Fund Payments and Representational fees for all workers
- Wage Rates and Fringe Benefits must follow local Collective Bargaining Agreements
- No strike – no lockout
