King County is updating the Surface Water Design Manual (SWDM) and the Stormwater Pollution Prevention Manual (SPPM) to improve the clarity and effectiveness the requirements and to comply with King County’s Phase 1 NPDES Permit which requires equivalency with the State’s 2019 Stormwater Management Manual for Western Washington. The SWDM contains the King County surface water and stormwater design and analysis requirements, procedures, and guidance for development applications in unincorporated King County. The SPPM presents source control best management practices for pollution prevention, as they are widely recognized as the least costly and most efficient and effective means of protecting and improving the quality and beneficial uses of water resources.

Notice of intent to adopt public rules:
45-day comment period

Under the authority of King County Code Chapter 2.98, this notice is given of the intent to adopt revised versions of the following King County Water and Land Resources Division (WLRD) public rules:

The revised rules replace the current rules. Minor clarifications and/or enhancements have been included in the revised rules. A 45-day comment period will run from April 28, 2021 through June 11, 2021. This is your opportunity to make formal comments as part of the administrative record.

After the comment period has closed, WLRD will respond to comments as part of the formal administrative record, and finalize the rules taking into account the comments received, if needed.
