Once the “Debit” worksheet is completed (see Calculating Debits), the applicant will add the debits for improving water quality, hydrologic, and habitat (the three different wetland functions) to determine the total number of credits needed to offset the impact. Applicants using King County’s In-Lieu Fee Mitigation Program do not need to complete the “Credit” worksheet.

The applicant will submit the “Debit” worksheet and supporting documentation to local, tribal, state, and federal regulators to obtain approval to use King County’s In-Lieu Fee Mitigation Program. Once the applicant determines the amount of credit needed through coordination with local, tribal, state, and federal regulators, an application may be submitted to King County’s Mitigation Reserve Program. Permits must be issued prior to signature of the Terms of Sale Agreement. Following signature of the Terms of Sale Agreement, an invoice will be issued to the applicant. The final step is issuance of a Statement of Sale. Once an applicant receives a Statement of Sale, they have no further obligation for the portion of the mitigation purchased from King County’s In-Lieu Fee Mitigation Program. At that time, the mitigation obligation has been transferred to King County as the sponsor. The Statement of Sale confirms the compensatory mitigation obligation identified in the document has been satisfied.
