I. CALL TO ORDER
Chair Chandler Felt convened the meeting at 7:07 P.M.
II. ROLL CALL
The following members were present:

III. PUBLIC COMMENT
There were no public comments.
IV. MINUTES
Regular Meeting – November 10, 2022
Chair Felt presented the minutes of the Regular Meeting of November 10, 2022 for review and action by the members. Members and Ms. Miklethun discussed follow-up questions from the meeting.
Action: Stephen Toy moved and Hank Margeson seconded the motion to adopt the minutes for the Regular Meeting of November 10, 2022.
Board members voted nine in favor of approving this record of the Regular Meeting. Cheryl Scheuerman abstained as she was appointed as a member of the Board at that meeting.
Regular Meeting – December 8, 2022
Chair Felt presented the minutes of the Regular Meeting of December 8, 2022 for review and action by the members.
Action: Marlin Gabbert moved and Bob Cook seconded the motion to adopt the minutes for the Regular Meeting of December 8, 2022.
Board members voted nine in favor of approving this record of the Regular Meeting. Claudia Hirschey abstained as she did not attend the December 8, 2022 meeting
V. ADMINISTRATION
A. Chair's Report
Chair Felt reported that the Washington State Legislature is in session and the Legislative Committee is monitoring bills and participating in the American Planning Association WA Chapter Legislative Committee. He and the members then thanked Claudia Hirschey for her many years of service to the Board.
B. Executive Secretary's Report
Ms. Miklethun and the Board shared thoughts about the history King County being named after Dr. Martin Luther King, Jr. in honor of the upcoming Martin Luther King Day holiday. She also provided updates regarding vacancies on the Board, and she and members discussed next steps. Next, she provided an update regarding voucher payments. Lastly, she asked members to think of orientation sessions of interest for 2023 meetings.
VI. 2023 MEETING STRUCTURE DISCUSSION
Members continued the Board’s prior discussions regarding options for holding meetings after the King County Executive lifts his emergency declaration regarding COVID 19. Members reiterated the desire to make meetings more accessible to the communities that it serves. The Board then decided to continue this discussion at further meetings.
VII. 2023 MEETING STRUCTURE DISCUSSION
Members discussed 2023 committee leadership and membership and chose the following committee structure*:
Steering Committee: Chair Robert Cook, Mary Lynne Evans, Paul MacCready, Stephen Toy
Nominating Committee: Chair Chandler Felt, Jay Hamlin, Bob Cook, Vacancy
Personnel Committee: Chair Stephen Toy, Jay Hamlin, Robert Cook, Vacancy
Legislative Committee: Chair Mary Lynne Evans, Marlin Gabbert, Chandler Felt, Cheryl Scheuerman, Paul MacCready**
Budget Committee: Chair Jay Hamlin, Marlin Gabbert, Cheryl Scheuerman, Vacancy

VIII. EXECUTIVE SESSION
Chair Felt called the Washington State Boundary Review Board for King County into Executive Session at 8:15 P.M. to discuss the performance of a public employee per RCW 42.30.110(1)(g). The Executive Session lasted until 8:40 P.M. wherein the Board came back into regular session at 8:41 PM.
IX. VOTE RE APPROVAL OF THE PROBATIONARY PERFORMANCE APPRAISAL OF THE EXECUTIVE SECRETARY
Action: Acting Personnel Committee Chair Stephen Toy moved to approve the Probationary Performance Appraisal of Executive Secretary Shelby Miklethun. Jay Hamlin seconded the motion.
Board members voted ten in favor of approving the motion. Ms. Miklethun’s draft probationary performance appraisal is approved.
X. CHAIR TRANSITION
Chair Felt thanked Chair Elect Hank Margeson for his willingness to serve as 2023 Board Chair and officially passed the chairpersonship to him. Chair Margeson thanked prior chairs Felt and Hamlin for their leadership.
XI. NEW BUSINESS
There was no new business before the Board.
XII. ADJOURNMENT
Chair Margeson adjourned the Regular Meeting at 8:48 P.M.
