 How EPRAP Works

Program Design and Funding:

King County received $145 million for rental assistance through the Federal Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA). This funding has strict requirements and guidelines that King County and all partners must follow.

To make sure resources get quickly and efficiently to those at the highest risk of eviction, we deployed three programs to serve the community:

  • Hub and Spoke Program (community-based hubs)
  • Landlord Program
  • Tenant Pool Program

Community-Based HUBS

King County solicited interest from local community-based organizations (CBOs) to provide a “hub and spoke” model for direct help to tenants behind in rent. CBOs interested in serving as a HUB will give community support in these ways:

  • The lead (HUB) agency serving a specific demographic area or population will provide rental assistance to their community both through the HUB agency and (at minimum) two additional (spoke) agencies.
  • The HUB agency will promote their rental assistance guidelines and ways to access assistance to the community.

Non-profit organizations supporting the Hub and Spoke Program help tenants with differing abilities and languages. There are agencies contracted to provide language support and reasonable accommodations, making sure tenants successfully apply for rental assistance.

Landlord Program

King County solicited interest from landlords who have five or more tenants behind in rent. Landlords work with community-based organizations (CBOs) to ensure tenants apply for rental assistance.

Landlords interested in having rent paid for tenants will:

  • Complete landlord registration identifying the property address
  • List the number of tenants needing rental assistance
  • List the number of months the tenant is behind in rent
  • Agree to the Terms of EPRAP for Landlords

Tenant Pool Program

King County solicited interest from tenants who are currently behind in rent.

Tenants submit their interest into King County’s “portal” system after answering questions that ensure they are eligible for EPRAP.

  • Tenants processed through the Large Landlord Support program will receive notifications about their property status and will not have to apply directly to the Tenant Pool
  • King County will select tenants from the pool weekly to receive rental assistance
  • CBOs will guide tenants through the “portal” to apply for assistance and submit required documentation.

 Eviction-related Legal Assistance

Paying rent assistance on behalf of eligible households is one half of the effort to maintain housing stability in the shadow of the COVID pandemic.

EPRAP now includes an additional tool to prevent eviction: funding the Housing Justice Project and Dispute Resolution Centers to provide legal aid to stop evictions based on unpaid rent. A total of $24 million has been committed to intervene in the event an EPRAP-eligible tenant faces eviction proceedings.

To request eviction-related legal assistance, you can contact the Housing Justice Project in three different ways:

  1. Complete this online form to request legal assistance.

  2. Call (206) 267-7069 to leave a message

  3. Email hjpstaff@kcba.org.

The Housing Justice Project can help by:

  • Providing free legal advice (legal consultations) for low-income renters with eviction related issues
  • Answering questions about eviction paperwork
  • Negotiating with landlords if you’re a renter facing eviction
  • Representing renters at courthouse eviction hearings (show cause hearings)
  • Sharing referral and resource information
