Exciting news! King County Metro is providing free Summer Youth ORCA Passes to all 8th - 12th grade students who are eligible for free or Reduced-Price Lunches at their schools. The passes will work on the bus, light rail, water taxi, and more to help young people get around the Sound this summer!

Program Eligibility Requirements:

In order to be eligible for a 2022 Summer Youth ORCA Pass, students must be:
  • A student in King County
  • In 8th–12th grade in Spring 2022
  • Income-eligible for the Free or Reduced-Price Lunch Program

NOTE: Seattle Public School students are not eligible for this program, because SPS students are eligible through Seattle’s ORCA Opportunity program. If you are a high school student at Seattle Public Schools please contact your school administrator. If you are an SPS middle school student use this form  .

This program is an extension of a 2018 – 2020 Pilot Program that was formerly funded by the Washington State Department of Transportation.

Yes, graduating seniors are eligible for Summer Pass if they meet all other eligibility requirements.

Metro will begin mailing cards the week of June 1, 2022. If you sign up before May 23rd, you should receive your card the week of June 1. If you sign up later in the summer, you should receive your card within 5-10 business days of signing up.

You should receive your card 5-10 business days after signing up. If you card hasn’t arrived within two weeks of signing up, please email metroyouth@kingcounty.gov with your first and last name and your mailing address. We reply as quickly as possible and request a replacement card if needed.

The pass will be active from when you receive it until September 2022. In September 2022, Metro will become free for all youth riders under the age of 19.

Yes! After the pass expires, students can continue to use their Summer Youth ORCA card as their own personal ORCA Card. The Youth ORCA discount will work until September of the graduation year listed on the back of the card, at which point they will become adult ORCA cards and fares will be charged at the adult rate. If you lose your card, please email the Metro Youth Mobility Program Coordinator, metroyouth@kingcounty.gov to request a new card. You can also fill out a new form  , including “Lost Card Replacement” in the comments section.
