I. CALL TO ORDER
Chair Hank Margeson convened the meeting at 7:03 P.M.
II. ROLL CALL

There were no public comments.
IV. MINUTES
Regular Meeting – March April 13, 2023
Chair Margeson presented the minutes of the Regular Meeting of April 13, 2023 for review and action by the members.
Action: Chandler Felt moved and Stephen Toy seconded the motion to adopt the draft minutes for the Regular Meeting of April 13, 2023.
Board members voted five in favor of approving this record of the Regular Meeting. Mary Lynne Evans and Teresa Platin abstained as they were not present at the April 13, 2023, meeting. Marlin Gabbert did not vote as he joined the meeting later in the agenda.
V. PRESENTATION
Daniel Cardwell, Chair of the King County Utilities Technical Review Committee “the Committee,” presented information regarding the work of the Committee to the Board and answered members’ questions.
VI. ADMINISTRATION
A. Chair's Report
Chair Margeson shared that the mayors of King County are currently voting to fill the Board’s current vacancy and that the new member will likely join the Board at its June meeting.
B. Executive Secretary's Report
Ms. Miklethun thanked the members for their service to the Board and the residents of King County in honor of Public Service Recognition Week. She then reported that Teresa Platin’s confirmation by the King County Council has been put on the consent agenda of its Local Services and Land Use Committee. Next, she shared that she would be sending a link to the King County Budget Survey to members and invited them to participate. She stated that King County will use the information gleaned from the survey to inform decisions on how to address the projected budget shortfall. She and the members then discussed the projected shortfall in further detail.
C. Committee Reports
1. Legislative Committee
Chandler Felt reported that the Legislature revived 2SHB 1425 and passed it near the end of the session, and it is now awaiting the Governor’s review. He added that E2SHB 1110 and E2SHB 1181 also both passed the Legislature and have been signed by the Governor. He then reported that the Legislative Committee will reduced its meeting schedule now that the session has ended, but it will meet intermittently to discuss its report at the upcoming Washington State Boundary Review Board Association Annual Conference in October as well as to track any activities of the Legislature during the interim. He added that the American Planning Association WA Chapter Legislative Committee will also meet during the summer.
2. Budget Committee
Budget Committee Chair Jay Hamlin shared that he met with Ms. Miklethun and the Board’s budget coordinator, Jim Record, for a budget monitoring session. He recapped the following items which they discussed: 1) increased cost for mileage expenses for in person meetings; 2) potential public hearings and their associated costs; and 3) budget line items that may have an underspend over the biennium. Jay Hamlin reported that Jim Record identified some higher than expected IT spending and added that Jim Record and Ms. Miklethun will work with KCIT to gather more details about those expenditures. He added that Jim Record shared that budget information and instructions will be forthcoming in the next few months and that the budget cycle will be changing for a few years in order to move the biennial budget cycle to years opposite of the Council elections.
VII. VOTE TO AMEND ORGANIZATION AND RULES OF PRACTICE AND PROCEDURE (ORPP)
Members conducted final discussion regarding the proposed changes to the ORPP that were filed with the King County Superior Court Clerk’s Office under its cause no. 23-0-00800-9 SEA as well as advertised in the Seattle Times on April 25, 2023.
Action: Chandler Felt moved and Stephen Toy seconded the motion to approve the proposed amendments to the ORPP as advertised.
Board members voted eight in favor of approving the proposed changes. Members then directed Ms. Miklethun to have the amended ORPP filed with the King County Superior Court Clerk’s Office and posted on the Board’s website.
VIII. 2023 MEETING CONTENT DISCUSSION
Ms. Miklethun and the members discussed potential future speakers/topics of interest for meetings wherein the Board does not have a Notice of Intention to discuss. Specific ideas and organizations that members discussed included: 1) Puget Sound Regional Council; 2) King County Office of Performance, Strategy and Budget; 3) members of BRBs from other counties; 4) Sound Cities Association; 5) King County Council staff; 6) GIS training; 7) open government training; 8) APA WA Chapter, and 9) de-escalation training.
IX. NEW BUSINESS
There was no new business before the Board. Ms. Miklethun shared that she and Ms. Velasquez continue to add additional information to the Masterlist so that it may be more helpful to other groups that use annexation data.
X. ADJOURNMENT
Chair Margeson adjourned the Regular Meeting at 8:49 P.M.
