Executive Constantine proposes safety standards for transportation network companies

King County Executive Dow Constantine today proposed legislation to ensure the safety of both customers and drivers in the growing industry of transportation network companies, also known as TNCs.

"It is reasonable to expect that drivers in these programs are properly insured and operating safe vehicles," said Executive Constantine. "Innovation is driving rapid changes in the transportation for-hire industry. With this legislation, we will be in a better position to promote a level playing field for everyone providing transportation for-hire services in King County."

The proposed ordinance contains minimum operating requirements for TNCs and requires that TNC drivers follow the same driver licensing requirements, including driver training, testing, and insurance standards, that apply to for-hire and taxi drivers.

In addition to treating TNC drivers as "for-hire" drivers under King County code, the proposed ordinance explicitly allows the use of technology innovation across the industry.

The measure must be approved by the Metropolitan King County Council.
