Amending the 2021 Surface Water Design Manual

King County has amended the 2021 edition of the Surface Water Design Manual (SWDM), adding bioretention using WA Ecology approved High Performance Bioretention Soil Mixes (HPBSM) as an approved water quality treatment facility and as an allowable flow control best management practice (FCBMP).

Notice of intent to adopt public rules:
45-day comment period

Under the authority of King County Code Chapter 2.98, this notice is given of the intent to amend the 2021 SWDM and adopt a revised version of the following King County Water and Land Resources Division (WLRD) public rule: PUT 8-3-6.

The revised rule, PUT-8-3-7-PR Surface Water Design Manual, replaces the current rule. A 45-day comment period will run from March 25, 2024 through May 8, 2024. This is your opportunity to make formal comments as part of the administrative record.

After the comment period has closed, WLRD will respond to comments as part of the formal administrative record, and finalize the rules taking into account the comments received, if needed.
