King County Continuity of Government Plan (COG)
The King County Continuity of Government (COG) Plan addresses the continuation of delivering critical and essential government services during an emergency. The COG addresses King County's internal organizational structure, staffing patterns, facilities, and equipment that would be necessary to deliver quality services to the public when they need those services the most.
The COG is a coordinated effort between executive departments and the Office of Emergency Management. It is comprised of a basic plan and department-specific annexes written to meet standards identified by the federal government. Descriptions of continuity of government needs are found under K.C.C 2.56.060 and other locations identified in the legal authorities section of the COOP.
Some offices of separately elected agencies, such as King County Elections and Superior Courts, have established continuity plans that address their unique service areas. Other agencies are collaborating to develop integrated continuity plans.
Requests for the COG will be reviewed and approved on a case-by-case basis.
Note: Department-specific annexes may be available upon request from the director's office of a given department/agency within King County government.
