During a major disaster, it may be necessary to prioritize emergency response and recovery efforts to save lives and minimize long-term impacts to our region. The Regional Coordination Framework and The Agreement (formerly the Omnibus Legal and Financial Agreement) provide a decision making process for minimizing competition for resources and conflict of efforts.

The Regional Coordination Framework (RCF) is constructed to allow authorized entities to enter into a contract to loan resources to others, or to acquire emergency resources and supplies. The RCF is a strategic document that may influence the allocation of incoming resources within a collaborative decision making model.

The Agreement is a companion document to the RCF and covers the legal and financial aspects of resource sharing and cost recovery. Any public, private, or non-profit organization authorized to enter into a contractual agreement can participate in the RCF and Agreement.
