Adopted Phase 1 Skyway-West Hill Land Use Strategy

phase 2 begins August 2020

On July 24, 2020 the King County Council adopted the Skyway-West Hill Land Use Strategy, Phase 1 of the Skyway-West Hill Community Service Area Subarea Plan (linked below).

At the same time, the council also expanded the scope of the county’s subarea plans to include topics beyond land use. In light of the expanded scope, they directed King County Local Services to re-engage with the community and establish a 20-year vision for Skyway-West Hill and a broad range of policies in support of that vision.

The council also directed Local Services to develop community needs lists to accompany the county’s subarea plans. This list will include community-identified services, programs, and capital improvement projects that support the community’s vision and inform budget decisions for future investments in Skyway-West Hill.

Executive Recommended Skyway-West Hill Land Use Subarea Plan

On Sept. 30, 2019 the King County Executive transmitted his recommended Skyway-West Hill Land Use Subarea Plan to the King County Council as part of a set of 2020 updates to the 2018 Comprehensive Plan. Use the links below to see the recommended plan and related information.

The West Hill Community Plan was adopted by King County in 1993 and incorporated as part of the 1994 King County Comprehensive Plan.
The county adopted Motion 14221, which called for a comprehensive update to the West Hill Community Plan. Around this same time, the county was providing technical assistance to a community-led effort to update elements of the community plan. This community-led effort resulted in the development of the Skyway-West Hill Action Plan (SWAP)  PDF, which was proposed as an addendum to the 1994 West Hill Community Plan during the King County Comprehensive Plan update in 2016. While the addendum was not adopted, the King County Council did direct the (then) Department of Permitting and Environmental Review to work with the Skyway-West Hill community to review the proposed Skyway-West Hill Action Plan and to update the 1994 West Hill Community Plan within the context of the new, reinitiated Subarea Planning Program.
A King County Council motion authorizing the restructured Subarea Planning Program was approved on May 7, 2018. The proposed plan will be developed in 2018 and 2019 and submitted to the King County Council by September 30, 2019. The County Council will review and refine the proposed plan between October 2019 and June 2020—a process that will include more public comment opportunities.
