PROJECT LOCATION: West Point Treatment Plant; 1400 Discovery Park Blvd, Seattle, WA 98199
PROJECT BACKGROUND: RSP Replacement project is scheduled to be constructed within 6 years, starting mid 2024. Key components of the project include replacing 4 engine driven pumps with 4 -900 HP electrical and associated VFDs; replace 3 hot water boilers with 4 2X100 & 2X400 HP boilers; replace current 10-on bridge to 20-ton, seismic upgrade of concrete walls/beams, columns, and girders; modifying main plant switchgear to the two feeder breakers for the new 13.8 KV; new 480V UPS and batteries; replace existing exterior wall panels with new GFRC; Removal and mitigation of contaminants such as lead-based paint, PBC, and asbestos; and reconfiguration of the existing HVAC.
Grit Classifier Replacement project is scheduled to be constructed within 6 years, starting mid 2024. Key components of the project include replace the existing four (4) aging grit classifiers, twelve (12) cyclones and replace two (2) hydraulically actuated grit hopper gates with electrically actuated gates. Implement general modifications to associated structural, mechanical, electrical, and process piping related to the grit classifier.
The County intends to award this scope under one (1) contract and the Grit Classifier project will occur concurrently beginning in 2024.
CONSTRUCTION ESTIMATE: Overall contract award is estimated to be $125 million for both projects combined.

EQUITY AND SOCIAL JUSTICE GOALS: KC will establish a minimum required level for the participation of small and diverse businesses for this contract. King County (“the County”) issued a Request for Information (RFI) from interested and qualified firms (“Respondents”) to provide Progressive Design-Build (PDB) Services for the Eastside Interceptor Section 8 Project (ESI Section 8) which includes the rehabilitation of 4,800 LF of 90”-96” concrete sewer tunnel.
The purpose of this RFI was to receive industry and/or market information, insight, and knowledge regarding the project. No contracts will be awarded as a result of this RFI. All responses are considered non-binding and are intended solely to inform the County’s development of a Request for Qualifications (RFQ) and Request for Proposal (RFP) for the project.

PROJECT LOCATION: The Eastside Interceptor (ESI) is one of the primary sewer conveyance systems within East King County. The system collects untreated wastewater flows from various collection points beginning in Kirkland, Washington, and carries the flows to the KCWTD South Treatment Plant located in Renton, Washington. The ESI is categorized into fourteen sections for operations and maintenance purposes. This Project is associated with ESI Section 8, which is composed of 5,658 linear feet of 90-inch to 96-inch concrete tunnel. ESI Section 8, also known as the Sunset Tunnel, is experiencing significant degradation due to age, pipe material, and hydrogen sulfide-related corrosion and needs to be repaired to prevent failure, overflow, or disruption of service. Recent CCTV footage shows that this tunnel has areas of reinforcing steel exposed due to pipe wall loss.
PROJECT BACKGROUND: The upstream 800-feet of the tunnel was previously lined in 1996 and 1998 with a fully adhered PVC lining system (Linabond). This Project will rehabilitate the remaining 4,800 feet of the existing tunnel from the Energy Dissipating Structure located at the intersection of I-90 and I-405 in Bellevue, Washington to the maintenance hole structure located at the intersection of Coal Creek Parkway SE, 119th Ave SE, and I-405. Rehabilitation is anticipated to include installation of a liner system and other associated repairs. Access to the tunnel is limited to structures at the north and south end of the tunnel alignment; there are no existing or planned intermediate access points. Additionally, lining work can only be performed during a dry weather work window from June 1st to September 30th when typical flows in the conveyance system are seasonally low.
To facilitate pipeline rehabilitation, sewage flows will need to be diverted using a temporary pump station and a temporary parallel above-ground sewer line. The temporary sewer diversion is anticipated to follow the King County Eastside Rail Corridor (ERC) and exit from the corridor near the I-405/Coal Creek Parkway intersection. At this location, the temporary sewer diversion pipe will need to cross I-405 and discharge into the maintenance hole on the east side of I-405. The ERC is currently an unencumbered and unused corridor. However, the use of the ERC for the bypass alignment is only available until the end of 2025, because King County Parks is expected to begin construction early 2026 to convert this segment to a recreational trail. Key project challenges include routing of diversion piping to and from the ERC (including a major WSDOT crossing), and coordination with a concurrent capital project and environmental permitting at the south end of the alignment.

PROJECT BACKGROUND: The West Point Treatment Plant (WPTP) provides secondary treatment for approximately 700,000 residents and businesses in Seattle and northern King County. With many mechanical, electrical, and support systems at the WPTP reaching the end of useful life, King County will invest more than $800 million over the next 10 years to upgrade the WPTP. This project will deliver a portion of that work, including mechanical, electrical, and seismic upgrades and will coordinate with other active construction contracts at the Plant. Constraints includes performing work on an operating wastewater treatment facility which requires carefully planned and executed outages, close coordination with Operations and Maintenance staff, and sequencing of projects to minimize Plant disruption. In addition, space is limited for contractor staging and parking which may require off-site lay down and parking.
MACC ESTIMATE: $150,000,000 - $200,000,000
TARGET SCHEDULE: Request for Proposal release target is 2nd quarter, 2023 pending CPARB PRC approval.
EQUITY AND SOCIAL JUSTICE GOALS: ESJ goals will be set in the near future. King County’s Master Community Workforce Agreement (MCWA) will apply to this project.
POTENTIAL FUNDING SOURCES: This project is King County funded, and could include grant funding from WIFIA, SRF, and FEMA. Program is subject to biennial funding, we expect to be working with GCCM to develop future funding requests.

PROJECT LOCATION: The M Street Trunk Rehabilitation project will be located entirely within the city limits of Auburn, Washington and comprises the northern portion of KCWTD’s M Street Trunk. The project will include repair of over 13,800 linear feet (LF) of severely deteriorated 18-inch, 24-inch, 30-inch, and 36-inch diameter reinforced concrete sewer pipe with over 100 lateral connections and rehabilitation of 45 precast maintenance holes (MH). This work will require sewer diversion pumping through temporary above-ground bypass piping and odor control at each discharge location.
PROJECT BACKGROUND: Several key challenges have been identified on this project. Interagency coordination with the City of Auburn (City) and Auburn Municipal Airport will be required to develop and gain approval for a work sequence along the alignment; work sequencing will need to accommodate planned City roads projects, airport operations, and work hours and traffic disruption constraints in three school zones located along the alignment. The M Street Trunk alignment crosses three major roadways and numerous minor roadways and planning and accommodation will be needed to minimize impacts of above-ground diversion piping to road traffic, transit routes, and business and residential access, including potential shallow bury of temporary sewer diversion piping at selected road crossings. Additionally, lining work can only be performed during a dry weather work window from June 1st to September 30th when typical flows in the conveyance system are seasonally low.

Informational Open House: Upcoming Contracting Opportunities - King County Wastewater Treatment Division
King County Wastewater Treatment Division (WTD) is hosting a virtual Informational Open House for interested firms to hear information about some of our upcoming larger projects. Projects include: General Contractor/Construction Manager (GC/CM) collaborative delivery projects, projects using the standard Design-Bid-Build (DBB) process, and upcoming consulting contracts. To encourage early teaming arrangements, we hope interested firms attend.
A brief description of the projects WTD will be discussing at this Open House are:
Market Outreach Survey: King County Wastewater Treatment Division (WTD) will be conducting a short market outreach survey to solicit feedback from contractors and consultants on their experience seeking contracting opportunities and doing business with King County WTD. The purpose of this survey is to help identify any roadblocks or challenges firms may face, and determine potential areas of improvement in our contracting and project management processes.
Program Engineering Services (multiple contracts): King County Wastewater Treatment Division (WTD) is in the process of establishing capital delivery programs at several of our facilities. As part of this effort, WTD will be seeking Program Engineering consultants to support our South plant, Brightwater, and Off-site programs. The selected consultant(s) will provide wide variety of engineering services to support the delivery of projects planned at these facilities in the 2023-2029 capital improvements program (6-year CIP).
On-Call Construction Management Services: King County Wastewater Treatment Division has need for a Construction Management (CM) services Work Order. The master agreement will have NTE amount of $25M and will support WTD projects over $10M; which require CM Services per King County Policy. This agreement will be written for one year, with the option to renew up to 5 years. Services may include but are not limited to: Project Management, Inspection, project and cost controls, scheduling, project documentation and other related services.
Lower Duwamish Waterway Upper Reach Construction Cleanup: King County WTD is conducting a cleanup of contaminated sediments in the upper reach of the Lower Duwamish Waterway (LDW) Superfund Site. This reach is the upper 2 miles of the LDW site. The selected contractor will perform sediment cleanup through dredging, transloading and upland disposal of dredged material, capping, and placement of clean materials during three consecutive in-water work seasons. The work is being conducted under US Environmental Protection Agency oversight. The construction cost is estimated to be $36 million.

About This Event
King County Wastewater Treatment Division (WTD) is hosting a virtual Informational Open House for interested firms to hear information about some of our upcoming larger projects. Projects that include: potential General Contractor/Construction Manager (GC/CM) collaborative delivery projects, projects using the standard Design-Bid-Build (DBB) process, and upcoming consulting contracts. To encourage early teaming arrangements, we hope interested firms attend.
A brief description of the projects WTD will be discussing at this open house are:
Program Manager/Owner Advisor: King County Wastewater Treatment Division (WTD) is in the process of establishing capital delivery programs at several of our facilities. As part of this effort, WTD will be seeking Program Manager/ Owner Advisor consultant support for our South plant, Brightwater, and Off-site programs. The selected consultant will provide program management development and implementation services for the projects planned at this facility over the next six years in capital improvements program (6-year CIP). In addition, the selected consultant could be asked to provide owner advisors services for any projects selected for collaborative delivery in the 6-year CIP at this facility.
Black Diamond Trunk Capacity Upgrade: add conveyance capacity to accommodate population growth over time in a manner that meets King County’s commitments to provide conveyance services to the City of Black Diamond. The scope includes upsizing approximately 6 miles of 10-inch to 16-inch sewer pipe and associated appurtenances. This project is anticipated to be implemented using the General Contractor/Construction Manager (GC/CM) collaborative delivery approach. Total project budget for design and construction is approximately $92M.
Elliott West Wet Weather Treatment Station (EWWTS): The EWWTS pumps, screens, and disinfects wet weather flows that exceed the storage capacity of the Mercer and Denny combined sewer overflow (CSO) tunnels. The primary objective of the project is to bring the facility into full permit compliance with the West Point Treatment Plant National Pollutant Discharge Elimination System (NPDES) Permit. The scope includes expansion of the existing facility, including the addition of new screens, treatment utilizing ballasted sedimentation, disinfection (UV or Hypochlorite dosing), expansion of electrical services, and chemical storage. Total project budget is approximately $450M.
West Point Raw Sewage Pump/Grit Replacement: WPTP RSP Replacement Project is to increase the firm capacity of the pump station from 330 million gallons per day (MGD) to 440 MGD by replacing the existing engine based pumping system with electric motor based pumps. The project will also increase the seismic resiliency of the pump station, provide improvements to meet NFPA 820 standards, lower maintenance costs related to aged equipment, improve energy efficiency, and remove hazardous materials. The project also replaces the existing boiler system to provide heat necessary to maintain a stable treatment process. The Grit Classifier project will replace the existing four (4) aging grit classifiers with new grit classifiers, twelve (12) cyclones and replace two (2) hydraulically actuated grit hopper gates with electrically actuated gates. The project will also implement general modifications to associated structural, mechanical, electrical, and process piping related to the grit classifier. Total project budget for construction is $140M.
Interbay Force Main: Work generally includes installation of a temporary bypass pipe from the pump station to the north end of the project; replacement of the twin 36-inch diameter steel forcemains with 42-inch ductile iron pipe; construction of an odor control facility (OCF) and access road at the forcemain discharge structure (FMDS); and rehabilitation of the twin 48-inch forcemains, the FMDS, and approximately 2000 LF of the Elliott Bay Interceptor Section 8 (EBI 8). Total project budget for construction is approximately $45M.
Mouth of Duwamish CSO Control Program: In 2023, WTD initiated the Mouth of the Duwamish Program. The Program is anticipated to be one of the largest Combined Sewer Overflow (CSO) control programs in WTD’s regional treatment and conveyance system with a total value of greater than $1B. PMOA and Engineering consultant services have been selected and alternatives analysis will be undertaken in 2023/2024. King County will evaluate delivery methods in 2024/2025 once the facility configuration is determined. No new contracting opportunities are anticipated for this effort until 2025.

King County Wastewater Treatment Division (WTD) is preparing to solicit for consulting services for the Mouth of Duwamish (MOD) Program. MOD consists of combined sewer overflow (CSO) control projects to control five CSO outfalls at the mouth of the Duwamish River. The five outfalls to be controlled are Chelan, Hanford#2, Lander, King, and Kingdome CSOs. The project was previously referred to as CHLKK. The project is mandated under a consent decree under negotiation with the Department of Ecology, EPA and the Department of Justice. Negotiations will result in updates to the project schedules for the mandated projects including the MOD program.
WTD is intending to utilize collaborative delivery approaches including Progressive Design Build and General Contractor Construction Manager (GCCM) in addition to traditional delivery approaches. Initial procurements include a Program Manager/Owners Advisor contract and Engineering and Environmental for Alternatives Analysis, Project Siting Services, and Facility Plan Development. In order to encourage early teaming arrangements, the County is hosting a virtual open house to provide information about potential contracting opportunities.

King County Wastewater Treatment Division (WTD) is intending to utilize Progressive Design Build (PDB) and General Contractor-Construction Manager (GCCM) alternative delivery procurement approaches on three upcoming projects. In order to encourage early teaming arrangements, the County is hosting a virtual informational open house for interested firms.
A brief description of the three projects we will be discussing at this open house are:
- East Side Interceptor (ESI) Section 8 Rehabilitation: This project will rehabilitate 4,800 feet of the existing 90-inch diameter, 5,600-foot-long tunnel from the Energy Dissipating Structure, RO2-30, located at the intersection of I-90 and I-405, to structure RO2-29 located at the intersection of I-405 and Coal Creek Parkway SE; the 800 feet of this pipe upstream of RO2-30 was lined in 1996 and 1998 and does not require rehabilitation. The total project budget is $76,000,000.
- M Street Trunk Rehabilitation: This project is to rehabilitate approximately 13,900 linear feet of 18, 24, 30 and 36-inch diameter severely deteriorated reinforced concrete pipe and 45 precast concrete maintenance holes between MHs GR21-34A and R18H-78A comprising the northern portion of the M Street Trunk located within the City of Auburn, Washington. The project will require close coordination with the local jurisdictions for traffic control and associated sewer diversions that will impact public services. The total project budget is $36,000,000.
- West Point Treatment Plant Electrical Improvements: In 2019, WTD conducted a formulation project to define the scope and cost to upgrade and replace existing electrical equipment at the West Point Treatment Plant. The scope includes approximately 123 electrical assets that need to be replaced, and 9 assets that should be relocated to be above the flood zone. Additional areas to be evaluated in this scope of work are the direct current (DC) battery systems that provide critical power for switchgear and other controls, as well as low voltage (under 480V) panelboards, related transformers, and control systems. The total project budget is $130,000,000.
