Come learn how our financial systems exchange data and communicate with each other. Participants in this course will get a behind-the-scenes tour of EBS’ inner workings, understanding how the modules exchange data amongst themselves and with other County systems including PeopleSoft and financial reports. If you’ve wondered how those debits and credits in the General Ledger came into being, this is the course for you.

Award-Mgmt    

Two parts, offered every month

(Almost) everything you wanted to know about managing Federal and State grants. From the notice of receipt of grant funding, to the review of grant documents, the establishment of an award in the financial system, the management of installments, funding and budgets and eventually to close out, this course provides a comprehensive look at optimal management of federal and state assistance. We will review the various types of awards received by King County, how they differ and how they should be managed.

  • Finance and Program personnel who manage and/or report on federal or state grants.

Smart-Spreadsheet    

Offered monthly

This class includes the overview of each type of smart spreadsheet and the process steps needed to successfully upload the file. Internal Controls governing this tool will be included. A review of the PA Smart Spreadsheet User Guide and Troubleshooting Guide will also highlight the tools and resources available to assist users with the process.

  • BFOs, Project/Program Managers, Finance Managers and anyone who needs to enter/adjust expenditure transactions in Oracle EBS Projects/Grants.

Projects-Billing    

Offered: Quarterly

The Projects Billing and Invoice Management Course covers all of the operational functions that are needed to complete both event and cost based billing. This includes creating events, managing invoices, making corrections and understanding the associated revenue and invoice accounting. Also included are how to obtain paper invoices for cost based billing and how to trouble shoot common billing problems.

This class also covers monitoring your invoice status, how to troubleshoot problems with invoices, how to monitor your aging, and how to reconcile revenue/invoice control accounts.

Who will benefit:

  • BFO’s, Accountants or anyone else who completes grant billing and monitors receivables.

Year-End-Accruals    

Offered: Multiple Dates in November and December

Come and learn what’s new for yearend accruals and adjustments. Financial Accounting will provide guidance regarding when accruals are appropriate and when other reporting options should be used. The basics of accruals in Projects/Grants and General Ledger will be reviewed and we will discuss when and under what circumstances financial transactions should be corrected before yearend.

  • BFOs, Finance Managers and anyone else responsible for entering accruals in Oracle EBS at year end.

PA-to-GL-Recon    

Offered: Multiple dates in November, December, and January

This class instructs users on how to use the new BI Insights tool developed to automate the PA to GL expense reconciliation. This class teaches users how to use this tool to complete this mandatory reconciliation by fund, department, or division.

  • Finance Managers, BFOs or Accountants responsible for fund reconciliation.

The Schedule of Expenditures of Federal Awards (SEFA) Development Training, aims to teach students to:

  • Review SEFA reporting requirements
  • Review Award Critical Data required for SEFA reporting
  • Demonstrate SEFA “Working File” Report and SEFA reconciliation worksheet
  • Demonstrate PA to SEFA to GL Expenditures Reconciliations
  • Review SEFA workbook organization and Federal Single Audit documentation

Bring your award expenditure data on a flash drive and we’ll walk through your questions.

FMS also offers one-on-one technical assistance to develop agency SEFA in January/February.

This course provides a working knowledge of the basic functions within Projects and Grants. The curriculum covers the information needed to set up and maintain projects and awards, create expenditures, and inquire on expenditure data. A separate course, Projects/Grants Billing, is required for anyone using the Projects/Grants module for billing grantors or external customers.

Audit readiness, understanding how to work with auditors and federal cost, administrative and audit requirements is imperative when managing federally-funded projects for the County.

This offering discusses the Core Federal Compliance requirements that all federally-funded projects must abide. Staff that are new to a grant administration position or haven't been to a federal compliance training in 3 years should attend.

The course covers:

  • 2 CFR 200 Federal grant core administrative requirements, rules and program compliance (3 days long).
  • Develop a working knowledge of requirements in common rule areas such as internal controls, program compliance in time and effort, procurement, property rules, match and cost sharing and related program audit principles. Gain a broad-based familiarity with core program compliance issues that affect federal programs.
  • Key practices including Administrative Requirements, Cost Principles and A-133 audits. Gain a fundamental understanding of these cornerstone practices of grants’ regulations - 3 days.

  • Subawarding and Monitoring of Federal Funds (3 days long).
  • Develop working skills with monitoring techniques and effective outcomes.
  • Identify best practices for monitoring subrecipients.
  • Analyze program regulations to assess their impact on subawards.
