Reports Supporting Implementation of the 2015 Strategic Climate Action Plan
King County Renewable Electricity Transition Pathways (4.6 MB PDF) – July 2018
King County, in coordination with community, utility, and local government stakeholders, developed a study that outlines policies and investments to achieve a goal of 90% renewable electricity supply county-wide by 2030. The study builds a set of policies that reduce barriers to small-scale distributed generation, and evaluates scenarios that: maximize the use of local government powers; emphasize voluntary action in partnership with utilities; assume a state-wide price on carbon; and model a state level policy that requires all new electrical generation to be from renewable resources. The study demonstrates that no single policy will result in a 90% renewable electricity supply county-wide but that if all strategies are deployed boldly and concurrently, the target may be achieved.
King County Operational Cost of Carbon Report (260 KB PDF) – July 2018
King County’s 2015 Strategic Climate Action Plan (SCAP) included a commitment to develop an internal ‘cost of carbon’ to be used in government processes and decision-making. This report follows through on this SCAP commitment and summarizes guidance for County agencies for how to use of a shadow price of carbon to inform analysis of capital projects, major fuel and vehicle purchases, resource efficiency investments, and other County operations decisions. Additionally, the report highlights three new innovative “cost of carbon” programs, and continuing an existing program, recommended by the County Executive to accelerate the reduction of greenhouse gas emissions generated by King County operations.

Previous Reports
Beginning with the 2010 annual report, reporting on King County’s Climate Change, Energy, Green Building and Environmental Purchasing Programs were combined to provide an integrated view of interdependent, mutually beneficial programs. In 2008 and 2009, these reports focused only on climate change related performance and accomplishments.
