Libby manages the District 3 team and staffs Councilmember Perry's key priority areas.  Libby brings a decade of policy, advocacy and team management experience to the team. Libby started in public service as a Legislative Assistant for Cyrus Habib. They served East King County’s 48th Legislative District. Most recently, she served Chief of Staff to Habib in the Office of Lieutenant Governor. She has a Bachelor's in Interdisciplinary Environmental Studies from the University of Washington. Libby enjoys working on her vegetable garden, cooking, and trying new restaurants.

Osman supports Councilmember Perry's external communications, community engagement, and responding to constituent concerns. Osman brings his experience in communication, community organizing, and social impact initiatives. Osman’s educational background is in neurobiology. Before this role, he was a manager on a medical devices and diagnostics research team. He also worked as a research assistant at the UW Medical Center. Osman brings experience in the public and non-profit sectors. This experience includes serving as Student Body President at the University of Washington. He grew up in Redmond. He enjoys fitness, photography, reading, and playing Legos with his younger brothers.

Robby supports the management of Councilmember Perry’s policy portfolio and key emerging issues, including transportation, land use, natural resources, climate, arts, and culture. Robby knows District 3 well, having served as Councilmember Perry’s Campaign Manager. Robby has a background in tech, working as product manager for a government tech company. He had the opportunity to work with federal agencies and local governments. This inspired him to pursue a career in public service. Robby graduated from New York University. He enjoys traveling, hiking, and trying new restaurants with his friends.

Nicole Ballard

Nicole supports Councilmember Perry with key office operations like managing schedules and communications. She also serves as the first point of contact for our constituents. Nicole grew up in Carnation, WA and graduated from Western Washington University with degrees in Political Science and Sociology. She has experience in running voter registration drives, facilitating lobby days, and creating non-partisan events to increase civic participation. Nicole was briefly a preschool teacher before transitioning to her most recent role as the Washington State Scheduler for U.S. Senator Patty Murray. In her free time, she enjoys cooking, photography, crafts, and being outside!
